8.0.3.0. Eagle: wait for the Scout executive's signature and the certificate

The medal or patch must not be sold or provided, and the court of honour must not be scheduled, until the Scout executive has signed the application certifying proper procedure, the rank is in the system and filed locally, and the certificate has reached the council service centre.
