5.0.1.1. The council advancement committee establishes the procedures

Not the camp, and not the district. The committee writes the camp advancement procedures in compliance with national procedures.

Note. Cub Scout day camp and resident camp should support advancement, but advancement should not be the focus of the activities: it should come out of the experience naturally. Skill mastery is not the objective in Cub Scouting, and "Do Your Best" is the standard. This appears in the Guide as a sidebar in section 5 without a topic number of its own.
