Seemingly similar requirements usually have nuances intended to create quite different experiences. The Guide's example is Communication and Citizenship in the Community: the same public meeting may be attended, but active listening and an objective report are one requirement and examining differences of opinion then defending one side is the other.

Tip. The test is intent, not wording. Two requirements that both say "attend a public meeting" can still be two different experiences, and the Guide's example spells out how: one asks for active listening and an objective report covering all points of view, the other for examining differences of opinion and then defending one side. The same meeting, two pieces of work.
