Required Often forgotten

Units are free to set expectations on uniforming, supplies for outings, payment of dues and parental involvement. Those standards are extraneous to active participation and must not be considered in evaluating this requirement.

Warning. A unit may absolutely require uniforms, dues and equipment. It may not weigh any of them when deciding whether a Scout was active. The two things are separate and the Guide separates them in a single sentence.
