Approved according to what is written in the requirement. It may be carried out individually or through participation in patrol or troop efforts.

Note. The National Safe Scouting Support Committee publishes two documents that work together here: the SAFE Service Project Planning Checklist and its companion, SAFE Project Tool Use. The Guide says unit leadership should be familiar with both.
