Which rank is this board of review for?

A board for Apprentice, Ordinary or Able is held by the quarterdeck at the ship. A Quartermaster board is handled as an Eagle Scout board of review and the council decides how it is conducted.

Where is the Sea Scout relative to their 21st birthday?
