Identical for Sea Scouts. To approve awarding a rank the board must agree unanimously; if any member dissents, the decision cannot be for approval.
Notes and warnings
Warning. Unanimous. One dissent means the decision cannot be for approval — and the candidate must never learn that there was a dissent, let alone whose. Before voting on a disagreement, check it is not a misunderstanding; calling the candidate back in is explicitly appropriate.
