10.1.1.0. Where a Cub Scout's best cannot start, the pack decides

The Guide's example is a youth in a wheelchair and a requirement calling for walking or running. Cubmaster and pack committee may jointly determine appropriate substitutions consistent with doing their best — an elective requirement in place of a required one, or another minor adjustment agreed with a parent or guardian. Decision-making authority rests at the pack level, because they know the situation.
