10.1.2.6. Badges are substituted whole cloth, and never a completed one

One or more badges for one, as whole badges. The substitute must offer a similar learning experience, challenge and level of difficulty. It can be a badge the Scout has already started, but not one they have completed, and the approved alternatives must not be badges previously earned.
