The hands-on interactive experience the Guide describes is hardly ever achieved except when one counselor works directly with one Scout, or with a very small group of generally no more than three. Named as the recommended best practice rather than as a rule.

Tip. One counselor with one Scout, or with no more than about three, is where the hands-on interactive experience actually happens. The Guide calls it the recommended best practice rather than a rule, so it is not something to enforce — but it is the shape to aim at when a virtual arrangement is being designed rather than inherited.
