8.0.3.2. Eagle only: a board of review under disputed circumstances

Held at district or council level with nobody from the candidate's unit involved. Indicated where the unit leader or committee chair will not sign, a Scoutmaster conference is refused, the beneficiary or leader will not approve a finished project, or there is legitimate concern the unit cannot give a fair hearing.
Notes and warnings
Note. Before it comes to this, the unit leader or committee chair should talk it through with the Scout and a parent or guardian, and seek guidance from the district or council advancement chair to be sure more is not being expected than the requirements actually ask.
Warning. A council or district should rarely refuse a request for a board under disputed circumstances, but may where the request is frivolous or the concern about a fair hearing is invalid. The ordinary board is then held, and a denial there can still be appealed.
